With a 40-year background in the electric power industry Richard consults with provincial governments, utilities, large power consumers, and industry associations on resource planning, transmission access, power-system reliability, cost of service, electricity pricing, technology developments, economic regulation and market structure issues. Beginning in the United Kingdom with graduate training in the planning of generation and transmission facilities his career included senior management roles with regulated electric utilities in Alberta and BC before representing consumer groups in regulatory interventions and acting as an independent witness in dispute arbitrations involving electric power facilities. Richard has a degree in Electrical Engineering from Imperial College London, and an MBA from the University of Calgary.
